Approval of Minutes from the October 18, 2021 Technical Advisory Committee Meeting Motion by Riehle to approve the minutes of the October 18, 2021 meeting, seconded by Janulewicz. Upon voice vote, all voted aye. Motion adopted. Election of Chair and Vice-Chair Nabity stated he was willing to serve as the Chair for another term, if the Committee so chose. Collins nominated Nabity to remain as Chair. Riehle stated he would remain as the Vice-Chair if the Committee so chose. Olson nominated Riehle to remain as Vice-Chair. Riehle informed the Committee that a new Hall County Public Works Director had been hired and would begin the role effective April 18, 2022. Zafft confirmed in the Bylaws that the voting member from Hall County is the Public Works Director, however it was decided to leave Riehle as the Vice-Chair for the time being. Riehle did step down as Hall County Public Works Director in September 2021. Motion by Collins to continue with Nabity as Chair and Riehle as Vice-Chair, seconded by Olson. Upon voice vote, all voted aye. Motion adopted. Approval Recommendation of MPO Self-Certification Zafft informed the Committee that compliance with federal requirements regarding the metropolitan transportation planning process is necessary for the GIAMPO planning area to continue to receive federal transportation funds. GIAMPO must submit the Certification of the Planning Process to NDOT with the submittal of a new Transportation Improvement Program. Riehle asked about the changes from the new transportation bill. Zafft mentioned that No. 5 of the certification was changed to show the new transportation bill. Motion by Wahlgren to approve the Recommendation of MPO Self-Certification, seconded by Riehle. Upon voice vote, all voted aye. Motion adopted. Approval Recommendation of Final Draft FY 2023-2027 Transportation Improvement Program Zafft presented the Draft FY 2023-2027 Transportation Improvement Program (TIP), which will be released for public review and comment. The TIP includes surface transportation projects to receive federal funds and surface transportation projects of regional significance. This is a short range plan that is federally mandated, updated annually, fiscally constrained, and compatible with the State’s Statewide Transportation Improvement Program. The TIP includes eight NDOT projects, nine Grand Island projects, three Grand Island projects, and one Hall County project. Motion by Janulewicz to approve the Recommendation of Final Draft FY 2023-2027 Transportation Improvement Program, seconded by Riehle. Upon voice vote, all voted aye. Motion adopted. Approval Recommendation of Final Draft Long Range Transportation Plan Amendment No. 3 Zafft presented the 2045 Long Range Transportation Plan (LRTP) Amendment No. 3, which is necessary due to increased funding and consistency with the TIP for the Transit Capital Acquisition project. The federal-aid portion of the revised total cost has changed by more than $3 million. Motion by Collins to approve Recommendation of Final Draft Long Range Transportation Plan Amendment No. 3, seconded by Falmlen. Upon voice vote, all voted aye. Motion adopted. Approval Recommendation of Final Draft FY 2023 Unified Planning Work Program Zafft presented the Draft FY 2023 Unified Planning Work Program, which identifies planning priorities and activities to be carried out within GIAMPO’s metropolitan planning area. GIAMPO’s Public Participation Plan requires public review and comment prior to Policy Board adoption. Motion by Collins to approve Recommendation of Final Draft FY 2023 Unified Planning Work Program, seconded by Riehle. Upon voice vote, all voted aye. Motion adopted. Transit Development Plan Update Zafft provided an update of the Transit Development Plan, which is to be completed November 2022. This plan is a study that will help the City of Grand Island plan for the future of public transit in the Grand Island/Hall County area. Steve Riehle attended the October 18, 2021 and April 11, 2022 TAC meetings and voted as the Hall County Publics Works Director even though Riehle was no longer in this position prior to the October 18 meeting. A ratification is needed by the TAC on the approval of action items from the October 18, 2021 and April 11, 2022 TAC meetings because Riehle was not a TAC voting member. Enclosed are the minutes of the October 18, 2021 and April 11, 2022 TAC meetings that show the motions adopted by the TAC. Note: For the October 18, 2021 and April 11, 2022 TAC meetings, a quorum would have occurred without Riehle in attendance and all action items had all aye votes. Approval Recommendation of Final Draft Limited English Proficiency Plan Gomez informed the TAC that the Title VI Plan emphasizes the GIAMPO Title VI process and procedures, including the use of public outreach techniques and innovative strategies to specially include Limited English Proficiency Populations within the region. Title VI is a Federal statute that mandates any program or activing receiving Federal financial assistance does not discriminate on the basis of race, color, or national origin and obligates federal funding agencies to enforce statutory compliance. Gomez did specify this plan specifically tracks MPO activities. Motion by Collins to approve the Recommendation of Final Draft Limited English Proficiency Plan, seconded by Falmlen. Upon voice vote, all voted aye. Motion adopted. Approval Recommendation of Final Draft TIP Amendment No. 1 to FY 2022-2026 TIP Gomez stated Amendment No. 1 to the 2022-2026 TIP includes changes to one (1) transit and seven (7) roadway projects. GIAMPO’s Public Participation Plan requires that proposed amendments to the TIP be released for public review and comment prior to Policy Board adoption. Projects in the proposed Amendment No. 1 are financially constrained, and consistent with the currently adopted Long Range Transportation Plan. Motion by Riehle to approve the Recommendation of Final Draft TIP Amendment NO. 1 to FY 2022- 20226 TIP, seconded by Falmlen. Upon voice vote, all voted aye. Motion adopted. Approval Recommendation of Final Draft LRTP Amendment No. 2 Gomez informed the committee that the LRTP Amendment No. 2 adds three (3) new projects and requires modifications in Chapter 9- Fiscally Constrained Plan, Table 9-1 (Committed Roadway Projects). GIAMPO’s Public Participation Plan requires that proposed amendments to the TIP be released for public review and comment prior to Policy Board adoption. Motion by Wahlgren to approve the Recommendation of Final Draft LRTP Amendment No. 2, seconded by Collins. Upon voice vote, all voted aye. Motion adopted. Approval Recommendation of MPO Targets for Safety Performance Measures Gomez recommended supporting the Nebraska Department of Transportation (NDOT) 2021 safety performance targets as the most prudent and feasible alternative. With supporting the statewide 2021 targets, GIAMPO is agreeing to plan and program projects in a manner that contributes towards the accomplishment of the NDOT safety targets. These targets will ultimately be integrated into the GIAMPO Long Range Transportation Plan and Transportation Improvement Program. Motion by Olson to approve Recommendation of MPO Targets for Safety Performance Measures, seconded by Janulewicz. Upon voice vote, all voted aye. Motion adopted. Grand Island Regular Session - 6/13/2022 Page 9 / 17 3 | Page 2021/10/18 TAC Meeting Minutes Transit Development Plan Update Gomez reported to the TAC that the Plan was awarded to HDR Engineering, with a kickoff meeting between MPO staff and the consultant next week. The project duration will be approximately one (1) year with public meetings held throughout such. It is anticipated the Plan will be presented to City Council November 2022. Comprehensive Plan Update Nabity informed the TAC that the last Comprehensive Plan was done 18 years ago, with the City and Hall County budgeting funds for the update FY2022. The Planning Department will oversee this update and is currently working on the RFQ, which is planned to be released January 2022 with work to being March/April 2022 and take approximately eighteen (18) months to complete. The recently finished transportation plan will be used as a basis. Next Meeting Date The next meeting of the TAC will be on December 13, 2021 at 10:00 am. The study will help the City of Grand Island plan for the future of public transit in the Grand Island/Hall County area. The GO GI Transit plan is analyzing the current CRANE Public Transit system and developing potential future service options based on current and anticipated future needs. Ultimately, GO GI will result in an implementable and fundable plan for the next 10, and even 20, years to meet the short- and long-term needs of transit service in the Grand Island community. The GO GI Transit study process began in October 2021 and is estimated to be completed in November 2022. The project website is located at www.crane- transit.com/i-want-to/gogi. HDR staff will provide an update on the Transit Development Plan (GO GI Transit) at the June 13 TAC meeting. This update will include a presentation and discussion on multiple items, including plan goals and potential transit service options. POLICY CONSIDERATIONS/DISCUSSION After the completion of the Transit Development Plan (GO GI Transit), GIAMPO may need to amend the 2045 Long Range Transportation Plan to reflect the plan recommendations.
