Upon roll call vote, all voted in favor. Motion adopted. MPO Financial Update Zafft provided an update for State Fiscal Year 2018 - Fourth Quarter (April 1, 2018 – June 30, 2018). Long Range Transportation Plan Revisions Update Zafft updated the Policy Board about the revisions relating to highway funding projections and fiscally constrained highway projects. At the May 21, 2018 Technical Advisory Committee (TAC) meeting, the committee was informed about the updated highway financial projections and expenditure projections. In summary, the anticipated expenditures exceed the anticipated revenue. Therefore, several projects need to be removed from the Fiscally Constrained Highway Project Listing to balance the LRTP. At the July 9 TAC meeting, the committee completed an exercise to prioritize the fiscally constrained highway projects. The TAC approved a recommendation at its August 13 meeting to keep the Old Potash Highway widening from Claude Road to Webb Road and North Road widening from Highway 2 to Capital Avenue along with the TIP projects on the Fiscally Constrained Highway Project Listing. The remaining fiscally constrained highway projects will be moved to the Illustrative Project Listing. The next step is preparing LRTP Amendment No. 5 to reflect the revisions to the funding projections and projects. The schedule is take this amendment to the October TAC meeting for approval, 30- day public comment period, and November Policy Board meeting for approval. It was asked about the status of Broadwell over UPRR and Broadwell from Anna Street to Adams Street. Zafft noted these projects will be moved to the Illustrative Project Listing. Approval of MPO Targets for NHS Pavement and Bridge Condition Performance Measures Zafft informed the Policy Board of the requirement to establish performance targets for NHS Pavement and Bridge Condition within 180 days of the State establishing such. The State submitted its targets to the Federal Highway Administration on May 21, 2018, with 180 days allowed from the establishment of state targets for the MPO to establish theirs, putting the deadline for GIAMPO at November 17, 2018. GIAMPO staff recommends supporting the NDOT NHS Pavement and Bridge Condition performance targets as the most prudent alternative. The TAC approved this recommendation on August 13, 2018. Motion by Paulick to adopt the Nebraska Department of Transportation NHS Pavement and Bridge Condition Performance Targets, seconded by O’Neill. Upon roll call vote, all voted in favor. The State submitted its targets to the Federal Highway Administration on May 21, 2018, with 180 days allowed from the establishment of state targets for the MPO to establish theirs, putting the deadline for GIAMPO at November 17, 2018. GIAMPO staff recommends supporting the NDOT NHS Travel Time Reliability and Freight Reliability performance targets as the most prudent alternative. Approval Recommendation of Final Draft Bicycle and Pedestrian Master Plan Zafft indicated the Long Range Transportation Plan made a recommendation for a pedestrian and bicycle study to be conducted for the Grand Island region. He also noted a Bicycle and Pedestrian Master Plan would better position the City of Grand Island in getting federal grants for projects such as trail extensions. RDG Planning and Design was retained by the City to develop a Bicycle and Pedestrian Master Plan for the Grand Island region. The Draft Bicycle and Pedestrian Master Plan had an 18-day public comment period from May 24 to June 11, 2018, which included a public meeting on May 29, 2018. Amy Haase of RDG Planning & Design gave a presentation of the Bicycle and Pedestrian Master Plan, which covered items such as public involvement efforts, guiding principles, bicycle and pedestrian network, barrier locations, and phasing of projects. Mayor Jensen asked what is next after the Bicycle and Pedestrian Master Plan. Zafft noted the Nebraska Department of Transportation will have a call for TAP grant applications (federal funds) later this year. The City of Grand Island will submit an application for a trail project. Motion by Wahlgren to approve Recommendation of Final Draft Bicycle and Pedestrian Master Plan, seconded by Paulick. Since the passage of MAP-21, USDOT has worked through the federal rulemaking process to establish a series of performance measures and corresponding target setting requirements. Generally, the performance measures relate to national goals of safety, infrastructure condition, air quality, and transportation system performance. Final USDOT rules related to TPM established performance measures to assess the condition of pavements and bridges on the National Highway System (NHS). There are four performance measures for pavement condition and two performance measures for bridge condition. State DOTs were required to establish performance targets for these measures by May 20, 2018. MPOs have the option of supporting the statewide targets, or establishing their own regional targets within 180 days of the establishment of state targets. Therefore, all Nebraska MPOs must adopt targets for NHS Pavement and Bridge Condition performance measures by November 17, 2018. After two years there will be a mid-point review, at which point the targets could be adjusted for NDOT and MPOs based on collected data. State DOTs will establish targets every four years. On August 28 2018, the Policy Board approved to support the State targets for NHS Pavement and Bridge Condition Performance Measures. Attached is the resolution for this approval. In September 2018, NDOT notified the Nebraska MPOs that it changed the performance measures and targets for NHS Bridge Condition. Below are the changes. Change “At least 95% of bridges on the State system and NHS in Good or Fair condition” to “At least 55% of NHS bridges by deck area classified as in Good condition.” Change “No more than 10% of the total deck area of bridges in the state on the NHS is located on bridges that have been classified as structurally deficient” to “No more than 10% of NHS bridges by deck area classified as in Poor condition.” GIAMPO staff recommends the support of the revised NDOT Bridge Condition performance measures and targets for the following reasons: The State is the owner of the NHS bridges in the GIAMPO region. Grand Island Regular Session - 11/27/2018 Page 10 / 17 2 Statewide, 59.8% of NHS bridges by area are classified as Good condition (2/21/2018 data). Statewide, 1.8% of NHS bridges by area are classified as Poor condition (2/21/2018 data). POLICY CONSIDERATIONS/DISCUSSION With supporting the revised statewide performance measures and targets, GIAMPO is agreeing to plan and program projects in a manner that contributes towards the accomplishment of the NDOT NHS Bridge Condition performance targets. These targets will ultimately be integrated into the GIAMPO Long Range Transportation Plan and Transportation Improvement Program. BUDGET CONSIDERATIONS None. COMMITTEE ACTION The TAC approved the recommendation to support the revised NDOT Bridge Condition performance measures and targets as the MPO NHS Bridge Condition performance measures and targets for the GIAMPO metropolitan planning area on October 15, 2018. RECOMMENDATION Approve to support the revised NDOT Bridge Condition performance measures and targets as the MPO NHS Bridge Condition performance measures and targets for the GIAMPO metropolitan planning area. STAFF CONTACT Allan Zafft Grand Island Regular Session - 11/27/2018 Page 11 / 17 Grand Island Regular Session - 11/27/2018 Page 12 / 17 Grand Island Regular Session - 11/27/2018 Page 13 / 17 Grand Island Regular Session - 11/27/2018 Page 14 / 17 GIAMPO RESOLUTION NO. 2018-10 Grand Island Area Metropolitan Planning Organization A Resolution Approving the MPO Targets for Revised NHS Bridge Condition Performance Measures WHEREAS, the Grand Island Area Metropolitan Planning Organization (GIAMPO), is designated as the Metropolitan Planning Organization (MPO) for the Grand Island Urbanized Area, by the Governor acting through the Nebraska Department of Transportation in cooperation with locally elected officials of the Grand Island Urbanized Area; and WHEREAS, the Moving Ahead for Progress in the 21st Century Act (MAP-21) required the U.S. Secretary of Transportation to develop rules to establish a system to monitor and manage public transportation assets, to improve safety and increase reliability and performance, and to establish performance measures, and the Fixing America’s Surface Transportation (FAST) Act reaffirmed this requirement; and WHEREAS, the Pavement and Bridge Condition Final 23 CFR Part 490 became effective May 20, 2017 and establishes targets for six performance measures (see below table); and Performance Measures Pavement  Percentage of Pavements of the Interstate System in Good Condition  Percentage of Pavements of the Interstate System in Poor Condition  Percentage of Pavements of the Non-Interstate NHS in Good Condition  Percentage of Pavements of the Non-Interstate NHS in Poor Condition Bridge  Percentage of NHS Bridges Classified as in Good Condition  Percentage of NHS Bridges Classified as in Poor Condition WHEREAS, the Nebraska Department of Transportation is to adopt the pavement and bridge condition performance measures by May 20, 2018; and WHEREAS, the MPO Policy Board may establish pavement and bridge condition targets by agreeing to plan and program projects that contribute toward the accomplishment of the State’s targets, or establish its own targets within 180 days of the State establishing and reporting its pavement and bridge condition targets; and WHEREAS, by Resolution 2018-7, adopted on August 28, 2018, the MPO Policy Board Grand Island Regular Session - 11/27/2018 Page 15 / 17 agreed to support the Nebraska Department of Transportation 4-year performance period (CY 2018-2021) targets for pavement and bridge condition performance measures as identified in Exhibit A; and WHEREAS, the Nebraska Department of Transportation notified the Nebraska MPOs in September 2018 that it changed the performance measures and targets for NHS Bridge Condition; and WHEREAS, GIAMPO will adopt to support the revised Nebraska Department of Transportation NHS Bridge Condition performance measures and targets for the 4-year performance period (CY 2018-2021) as identified in Exhibit A; and WHEREAS, the revised Nebraska Department of Transportation NHS Bridge Condition performance measures and targets as the MPO NHS Bridge Condition performance measures and targets were reviewed and recommended for adoption by the MPO Technical Advisory Committee (TAC), and now require official approval from the MPO Policy Board; and NOW, THEREFORE BE IT RESOLVED, that the Policy Board of the Grand Island Area Metropolitan Planning Organization has agreed to support the revised Nebraska Department of Transportation NHS Bridge Condition performance measures and targets for the 4-year performance period (CY 2018-2021). BE IT FURTHER RESOLVED, that the Chairperson is hereby authorized and directed to execute such agreement on behalf of the Grand Island Area Metropolitan Planning Organization.
