The Nebraska Open Meetings Act was acknowledged and roll call was taken. Mayor Jensen acknowledged the fact that Wes Wahlgren, NDOR District 4 Engineer, was the designee for Kyle Schneweis, Director of the Nebraska Department of Roads. Grand Island Regular Session - 8/23/2016 Page 3 / 13 2 Approval of minutes from the April 26, 2016 Policy Board Meeting Motion by Quandt to approve the minutes from the April 26, 2016 meeting, seconded by Lanfear. Upon roll call vote, all voted in favor. Approval of Fiscal Year 2017 Unified Planning Work Program (UPWP) Nabity explained this work program authorizes how planning & transit dollars are spent, is for the period of July 1, 2017 through June 30, 2018 and has been approved by FTA and FHWA. There are seven (7) elements [Unified Planning Work Program, Transportation Improvement Program, Public Participation Plan, Short Range Planning Activities, Long-Range Transportation Plan, Transit Planning and Administration/Systems Management) in the plan to be followed. A bike/pedestrian plan is part of the work program to allow better connectivity throughout the City, as well as a movement towards complete streets as not all streets cover all types of transportations. Motion by Paulick to the Fiscal Year 2017 Unified Planning Work Program (UPWP), seconded by Minton. Upon roll call vote, all voted in favor. Update on Transit Provider / Service Collins informed the board that transit services are now being managed by the City rather than the County, as has been done in the past. A bridge contract with Senior Citizens Industries is being pursued to continue service until the transit needs study is completed. Vaughn questioned if the service will stay the same, to which Collins stated it will – there will not be any change noticeable to the public. Paulick inquired on the timeframe of the transit needs study. Collins noted the target is one year and TAC will be seeking input upon completion of the study. Paulick also asked what the contract timeframe is with Senior Citizens Industries. Collins stated the contract is for one (1) year with two (2) month extensions up to three (3) years Next Meeting Date The next meeting of the Policy Board will be on August 23, 2016 at 4:00 pm at City Hall. GIAMPO amends the TIP to accommodate changes to projects in the TIP. The proposed Amendment No. 1 to the 2016-2020 TIP includes 2 new projects. GIAMPO’s Public Participation Plan requires that proposed amendments to the TIP be released for public review and comment prior to adoption. The proposed Amendment No. 1 has been made available for public comment for an eighteen (18) day period. All of the projects in the proposed Amendment No. 1 are financially constrained. Staff Contact: Allan Zafft, MPO Program Manager Grand Island Regular Session - 8/23/2016 Page 6 / 13 GIAMPO RESOLUTION NO. 2016-7 Grand Island Area Metropolitan Planning Organization A Resolution Amending the FY 2016-2020 Transportation Improvement Program (TIP) WHEREAS, the Grand Island Area Metropolitan Planning Organization (GIAMPO), is designated as the Metropolitan Planning Organization (MPO) for the Grand Island Urbanized Area, by the Governor acting through the Nebraska Department of Roads in cooperation with locally elected officials of the Grand Island Urbanized Area; and WHEREAS, the MPO, pursuant to 23 USC 134 and 49 USC 5303, adopted on April 26, 2016, a Transportation Improvement Program (TIP) for fiscal years 2016-2020; and WHEREAS, the MPO has prepared an amendment to the MPO’s Fiscal Years 2016-2020 TIP that adds two projects as identified in Exhibit A; and WHEREAS, the projects included in the amendment are consistent with currently adopted Long Range Transportation Plan “Journey 2040”; and WHEREAS, the amendment has been made available for public comment for an eighteen (18) day period and has been reviewed and recommended for adoption by the Technical Advisory Committee (TAC) of the MPO, and now requires official approval from the Policy Board of the MPO; and NOW, THEREFORE BE IT RESOLVED, that the Policy Board of the Grand Island Area Metropolitan Planning Organization approves and adopts the amendment to the MPO’s Fiscal Years 2016-2020 TIP.
