The Nebraska Open Meetings Act was acknowledged. Roll Call Roll call was taken. Approval of Minutes from the December 14, 2015 Technical Advisory Committee Motion by Brown to approve the minutes of the December 14, 2015 meeting, seconded by Zumwalt. Upon voice vote, all voted aye. Motion adopted. Nominations and Selection of Offices Nabity opened the floor to accept nominations for both Chair and Vice-Chair. Motion by Ferguson to keep Nabity as Chair and Brown as Vice-Chair, seconded by Sherlock. No other nominations were brought forward. Motion by Ferguson to accept Nabity as Chair and Brown as Vice-Chair, seconded by Schafer. Upon voice vote, all voted aye. Motion adopted. Amendment to Bylaws Changing October Meeting Date Adams notified the committee with the TAC meetings being held the second Monday of even numbered months this causes the October meeting date to fall on Columbus Day, which is a holiday for State and Federal officials. The amendment will allow for the October meeting to be held on the third Monday each year. Motion by Zumwalt to approve the Amendment to the TAC Bylaws, seconded by Brown. Upon voice vote, all voted aye. Process and Overview of Journey 2040 The Long Range Transportation Plan (LRTP) final daft is complete and is currently in the public comment period (February 18 – March 18, 2016). The mission of the LRTP is to have a plan for the next 25 years, with the City having financial constraint/responsibility for the projects proposed/planned each year. The plan is due to the State, Federal Highway Administration, and Federal Transit Administration on by March 27, 2016. Community Feedback of Journey 2040 Several community forums have been held during the development of the LRTP to gather input from the public on what they believe to be important and consider priorities. Such information was included in the final draft of the LRTP. Grand Island Regular Session - 3/22/2016 Page 4 / 12 3 Journey 2040 Plan Analysis and Recommendations Olsson Associates has provided the LRTP final draft, which lays out the plan moving forward and recommendations for projects the City should consider moving forward. All while keeping in mind the financial constraint/responsibility of the City to stay in compliance. Transportation Improvement Program (TIP) “DRAFT” Presented This is an annual plan that details out a five (5) year projection of projects and is currently in the public comment period (February 18 - March 18, 2016). With GIAMPO being a 1st time MPO this plan program is due to the State by March 27, 2016 – in future years this will be due April/May. Next Meeting Date The next Meeting of the TAC will be a Special Meeting on March 22, 2016 @ 10:00 am. Adjournment There being no further business, Nabity adjourned the meeting at 4:39 pm. Grand Island Regular Session - 3/22/2016 Page 5 / 12 Technical Advisory Committee Tuesday, March 22, 2016 Regular Session Item H1 Self-Certification of the MPO Planning Process Recommendation needed to Policy Board Staff Contact: John Adams, MPO Program Manager Grand Island Regular Session - 3/22/2016 Page 6 / 12 GIAMPO RESOLUTION 16-3 CERTIFICATION OF THE URBAN TRANSPORTATION PLANNING PROCESS OF THE GRAND ISLAND AREA METROPOLITAN PLANNING ORGANIZATION FOR GRAND ISLAND, NEBRASKA WHEREAS, In accordance with 23 USC, 49 USC 5303 of the Fixing America’s Surface Transportation (FAST) Act § 1201; the Grand Island Area Metropolitan Planning Organization Transportation is designated as the Metropolitan Planning Organization (MPO) by the Governor acting through the Nebraska Department of Roads (NDOR) and in Agreement with locally elected officials for the Grand Island urbanized area as evidenced in the Agreement of Cooperation between/among NDOR and the City of Grand Island, hereby certifies that the transportation planning process is addressing the major issues in the metropolitan planning area and is being conducted in accordance with all applicable requirements including: a. 23 USC 134, 49 USC 5303, 23 CFR part 450 and this subpart; b. Title VI of the Civil Rights Act of 1964, as amended (42 USC 2000d-1 and 49 CFR. part 21; c. 49 USC. 5332, prohibiting discrimination on the basis of race, color, creed, national origin, sex, or age in employment or business opportunity; d. Section 1101(b) of the Fast Act (Pub. L. 112-141) and 49 CFR. part 26 regarding the involvement of disadvantaged business enterprises in USDOT funded planning projects; e. 23 CFR. part 230, regarding the implementation of an equal employment opportunity program on Federal and Federal-aid highway construction contracts; f. The provisions of the Americans with Disabilities Act of 1990 (42 USC 12101 et seq.) and 49 CFR. parts 27, 37, and 38; (ADA Plan Not Completed-Adoption May 24, 2016) g. The Older Americans Act, as amended (42 USC 6101), prohibiting discrimination on the basis of age in programs or activities receiving Federal financial assistance; h. Section 324 of title 23 USC regarding the prohibition of discrimination based on gender; and i. Section 504 of the Rehabilitation Act of 1973 (29 USC 794) and 49 CFR part 27 regarding discrimination against individuals with disabilities. NOW, THEREFORE LET IT BE RESOLVED THAT, the Grand Island Area Metropolitan Planning Organization certifies, in consideration of the requirements listed herein and to the degree appropriate for the size of the area and the complexity of its transportation problems, that the urban transportation planning process is being carried out in conformance with all applicable federal requirements as outlined in FAST Act § 1201.; BE IT FURTHER RESOLVED, that the Mayor is hereby authorized and directed to execute such agreement on behalf of the Grand Island Area Metropolitan Planning Organization. By:Attest: Jeremy Jensen,Mayor John Collins, Public Works Director Chairman Director Date Date ___________________________________________________________________________ By:By: NDOR Planning and Project Division Grand Island Regular Session - 3/22/2016 Page 7 / 12 Technical Advisory Committee Tuesday, March 22, 2016 Regular Session Item H2 Final "DRAFT" of Journey 2040 Recommendation needed to Policy Board Staff Contact: John Adams, MPO Program Manager Grand Island Regular Session - 3/22/2016 Page 8 / 12 RESOLUTION NO. 16-4 RESOLUTION TO APPROVING THE GRAND ISLAND AREA METROPOLITAN PLANNING ORGANIZATION (GIAMPO) LONG RANGE TRANSPORTATION PLAN “JOURNEY 2040” WHEREAS, the Grand Island Area Metropolitan Planning Organization (GIAMPO) Policy Board, who is designated as the Metropolitan Planning Organization (MPO) for the Grand Island Area urbanized area by the Governor acting through the Nebraska Department of Roads in cooperation with locally elected officials of the City of Grand Island, Hall County, and Merrick County; and WHEREAS, GIAMPO has prepared a Long Range Transportation Plan “Journey 2040” to guide local area transportation system planning over the next 25 years in conformance with the content and procedural standards established by the Fixing America’s Surface Transportation Act (FAST Act) ; and WHEREAS, the preparation of the Journey 2040 plan has involved extensive public participation and outreach efforts; and WHEREAS, the Journey 2040 plan encourages the development and utilization of a variety of modes of travel, including roadways, public transit, and pedestrian and bicycle routes; and WHEREAS, the Journey 2040 plan is consistent with the future land use, goals and policies contained in the 2004 Grand Island Comprehensive Development Plan ; and WHEREAS, the Draft Journey 2040 plan was made available for public comment for a 30-day period, and significant comments where incorporated into the final draft; and WHEREAS, the Draft Journey 2040 plan was reviewed and recommendation for adoption by the GIAMPO Technical Advisory Committee was made at their March 22, 2016 meeting; and NOW, THEREFORE LET IT BE RESOLVED THAT, the Grand Island Area Metropolitan Planning Organization adopts the 25-year Long Range Transportation Plan “Journey 2040”; and BE IT FURTHER RESOLVED, that the Mayor is hereby authorized and directed to execute such agreement on behalf of the Grand Island Area Metropolitan Planning Organization. By:Attest: ____________________________________________________________________ Jeremy Jenson, Mayor John Collins, Public Works Director Chairman Director Grand Island Regular Session - 3/22/2016 Page 9 / 12 Technical Advisory Committee Tuesday, March 22, 2016 Regular Session Item H3 Final "DRAFT" of Transportation Improvement Program Recommendation needed to Policy Board Staff Contact: John Adams, MPO Program Manager Grand Island Regular Session - 3/22/2016 Page 10 / 12 GIAMPO RESOLUTION 16-5 OF THE GIAMPO POLICY BOARD OF THE GRAND ISLAND AREA METROPOLITAN PLANNING ORGANIZATION (GIAMPO) A RESOLUTION ADOPTING THE FY 2016- 2020 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) WHEREAS, the Grand Island Area Metropolitan Planning Organization (GIAMPO) Policy Board, who is designated as the Metropolitan Planning Organization (MPO) for the Grand Island Area urbanized area by the Governor acting through the Nebraska Department of Roads in cooperation with locally elected officials of the City of Grand Island, Hall County, and Merrick County; and WHEREAS, the MPO, pursuant to 23 USC 134 and 49 USC 5303, developed and approved on March 22, 2016, a five-year multi-modal Transportation Improvement Program (TIP); and WHEREAS, the MPO has prepared a Transportation Improvement Program for Fiscal Years 2016 – 2020 and found the projects consistent with the approved 2040 Long Range Transportation Plan for the Grand Island Urban Area. NOW, THEREFORE, BE IT RESOLVED THAT, The GIAMPO Technical Advisory Committee has reviewed and made recommendation for adopting the TIP for the GIAMPO urbanized area; and; Adopts the Transportation Improvement Program for fiscal years 2012 – 2015 and recommends incorporation of these improvements into local governmental improvement programs. NOW, THEREFORE LET IT BE RESOLVED THAT, the Grand Island Area Metropolitan Planning Organization certifies, in consideration of the requirements listed herein and to the degree appropriate for the size of the area and the complexity of its transportation problems, that the urban transportation planning process is being carried out in conformance with all applicable federal requirements as outlined in Fixing America’s Surface Transportation (FAST) Act § 1201.; BE IT FURTHER RESOLVED, that the Mayor is hereby authorized and directed to execute such agreement on behalf of the Grand Island Area Metropolitan Planning Organization.
