The Nebraska Open Meetings Act was acknowledged and roll call was taken. Mayor Jensen acknowledged the fact that Brad Zumwalt, NDOR Highway Planning Manager, was the designee for Kyle Schneweis, Director of the Nebraska Department of Roads. Approval of minutes of the June 9, 2015 Policy Board Meeting Motion by Haase to approve the minutes of the June 9, 2015 meeting, seconded by Paulick. Upon roll call vote, all voted in favor. Grand Island Regular Session - 2/23/2016 Page 3 / 10 2 Approval of Public Participation Plan Adams stated this addresses public input. A 45 day public comment period was completed with one change – a table was added to Page 10. TAC recommended approval of such plan. Motion by Quandt to approve the Public Participation Plan, seconded by Zumwalt. Upon roll call vote, all voted in favor. Policy Board Meeting Schedule for 2016 Mayor Jensen presented the 2016 Policy Board meeting calendar. Per the Policy Board Bylaws meetings are to be held on the 4th Tuesday of every odd month (January, March, May, July, September and November). Minton inquired on conducting quarterly meetings. This item was tabled until the February 23, 2016 meeting. Amendment to the FY 2016 Unified Planning Work Program (UPWP) Adams noted the program for Fiscal Year 2016 was adopted in June with an estimated revenue amount budgeted, the amendment is adjusting the budget to match the agreement written by the Department of Roads. Motion by Quandt to approve the Amendment to the FY 2016 Unified Planning Work Program (UPWP), seconded by O’Neill. Upon roll call vote, all voted in favor. Update of the Long Range Transportation Plan Adams informed the Policy Board the approved plan is due March 27, 2016. Mid‐January the draft of the Long Range Transportation Plan will be complete. The travel demand model has been completed with forecast for 2025 & 2040. Legislative Update of the Federal Transportation Bill Adams provided an update that the Transportation Bill was passed by the Senate this past summer and was just extended another 2 weeks on November 20, 2015. The current extension is set to expire on December 4, 2015. Next Meeting Date The next meeting date will be February 23, 2016 at 4:00 pm at City Hall. Adjournment There being no further business, Mayor Jensen adjourned the meeting at 4:20 pm. The Policy Board shall meet on the 4th Tuesday of every odd month (January, March, May, July, September and November). Special meetings may be called by the Chairperson or by at least three (3) voting members of the Policy Board. Section 1 (As Amended) Section 1. The Policy Board shall meet quarterly on the 4th Tuesday of February, May, August, and November. Special meetings may be called by the Chairperson or by at least three (3) voting members of the Policy Board. The Technical Advisory Committee shall meet at 10:00 am on the second Monday of even numbered months. Special meetings may be called by the Chairperson or Vice-Chairman as necessary. Section 1 (As Amended) Section 1. The Technical Advisory Committee shall meet at 10:00 am on the second Monday of even numbered months with the exception of the October meeting, which will be scheduled for 10:00 am on the 3rd Monday.
