Call to Order
Nabity called the meeting to order at 10:00 am. The Nebraska Open Meetings Act was
acknowledged.
Roll Call
Roll call was taken.
Approve Minutes of the November 17, 2015 Technical Advisory Committee
Motion by Wahlgren to approve the minutes of the November 17, 2015 meeting, seconded by Collins.
Upon voice vote, all voted aye. Motion adopted.
Goals and Objectives – Workshop 3 Handout
Adams informed the committee that the Long Range Transportation Plan (LRTP) is 75% through
development. At the 3rd Workshop goals and scenarios were narrowed down and are included on
page 2 of the handout with today’s agenda packet. It is suggested the committee review these, as
they will be included in the LRTP.
Long Range Transportation Plan
Adams notified the committee that there will be a final workshop on February 18, 2016 with a special
TAC meeting prior. At this workshop the LRTP will be considered complete and public comment will
be advertised afterwards. If significant public comments are received they most likely will need to be
addressed with amendments in the future.
Adams also stated the February 8, 2016 regularly scheduled TAC meeting will be held.
Scenario Listing
Matt Rief of Olsson Associates provided a presentation on how the model works and will help predict
roadway needs for traffic to 2025. In looking at the model 3 lane roadways are being proposed for
the west side of town, as well as Stolley Park Road and 5 lanes on Old Potash Highway. This model
will aid in lane capacity needs and intersection improvements. The model shows the impact on
roadways when looking at overpasses and creating a north/south route through the City. McCoy
questioned pedestrian movement being accounted for in the model. Rief stated that is not part of
the current model. Nabity wants to ensure sidewalks/trails are looked at with the roadway
improvements. *Note – no projects are being proposed at this time. These particular segments were
used for demonstration purposes only.
GIAMPO Meeting Schedule for 2016
Nabity presented the 2016 meeting calendar for both Policy Board and Technical Advisory
Committee. It was noted that a permanent change will be presented to Policy Board at their next

meeting for quarterly meetings, rather than meeting every odd month. Nabity questioned the
October 10, 2016 meeting date, stating it is Columbus Day and most government offices are closed.
Motion by Collins to change the October 10, 2016 meeting to October 17, 2016, seconded by
Wahlgren.
Discussion on making a permanent change to this particular month meeting took place, as this
meeting will fall on Columbus Day each year going forward.
Zumwalt questioned when the Policy Board will adopt the LRTP, to which Nabity stated a special
meeting will be conducted in March 2016 for this purpose. Wahlgren asked if realignment of US
Highway 30 is part of the LRTP, to which Nabity acknowledged it is part of the model.
Motion by Collins to permanently change the October TAC meeting from the 2nd Monday to the 3rd
Monday beginning in 2016 and each year forward, seconded by Wahlgren. Upon voice vote all voted
aye. Motion adopted.
Federal Transportation Bill Update
Adams informed the committee that the Transportation Bill was adopted for 5 years on December 4,
2015. This means more funds coming in to the State of Nebraska and the surface transportation
funds will be available at the state level. The history of distributing these funds is based on
population and the mileage of federal air roads. This long term bill helps with the 5 year plan for
GIAMPO, which is reviewed yearly and updated every 5 years.
Next Meeting Date
The next Meeting of the TAC will be on February 8, 2016.

There being no further business, Nabity adjourned the meeting at 10:55 am.

Section 1. The Technical Advisory Committee shall meet at 10:00 am on the second Monday of even
numbered months. Special meetings may be called by the Chairperson or Vice-Chairman as necessary.

numbered months with the exception of the October meeting, which will be scheduled for 10:00 am on the
