The Nebraska Open Meetings Act was acknowledged. Roll Call Roll call was taken. Approve Minutes of the August 10, 2015 Technical Advisory Committee Motion by Wahlgren to approve the minutes of the August 10, 2015 meeting, seconded by Brown. Upon voice vote, all voted aye. Motion adopted. Public Participation Plan ‐ DRAFT Adams noted the Public Participation Plan is a requirement of the MPO, is developed with the Long Range Transportation Plan, and has a 45 day comment period. Some language cleanup was done from the original draft‐ a lot of changes would require another 45 day comment period. Adams also stated this plan will be presented to the Policy Board. Wahlgren noted the following correction to be made to the draft plan:  Page 3 – 1st bullet need to remove “check box” at the end  Page 11 – Under TIP Updates in the second sentence need to correct “constraint” to “constrained”  Page 14 – 4th bullet under Amendments need to complete where the draft can be reviewed Zumwalt suggested a summary table be inserted in the plan showing the action with the number of days to complete. Journey 2040 (Long Range Transportation Plan) Summary Workshop No. 2 Clyde Prem of Olsson Associates updated the committee on the outcome of Workshop No. 2 – there was good input on the goals & objectives, which will be released after a meeting with MPO staff. Goal 1 was identified to be access & mobility – lots of comments were received. Point scoring for projects will be based on goals identified. Workshop No. 3 is proposed for November 17, 2015 with identified goals being presented. Travel Demand Model Demonstration – Base Year (Olsson Associates Presentation) Clyde Prem gave a short PowerPoint presentation on the methodology used in the development of the travel demand model. Brad Chambers gave a demonstration on the output from the model and shared with the committee the amount of additional coding that was written for a highly accurate calibrated model. The demonstration included showing how this model works; now vs. future & how this model will aid in forecasting traffic patterns & traffic flow impact. This will be beneficial to the Grand Island Regular Session - 11/17/2015 Page 4 / 32 3 City with growth development. Johnson inquired about existing as well as future problems being addressed. Callahan asked if safety & accidents are identified with this model. Clyde noted still need to refine computer model to account for small details. Goals/Project Evaluation Criteria ‐ DRAFT Point scoring for projects will be based on goals identified. The next committee meeting will discuss how to address issues and develop projects for 2025 & 2040 based on need and funding. Local Projects Update Brown updated the committee on the following local projects –  Southbound Hwy 281 reconstruction is slated for 2017 and will address both lanes, as well as turn lanes. This project will run from NE Hwy 2/BNSF viaduct to Old Potash Hwy  Northbound Hwy 281 lanes will be reconstructed as well from end of last project to NE Hwy 2/BNSF viaduct  Stolley Park Road reconfiguration has been selected for funding, with forms submitted to the State to move the project forward  Capital Avenue Widening – Broadwell Ave intersection (N/S/E) is projected to open the first part of November 2015; west side of the intersection will remain closed for paving until the weather turns Wahlgren updated the committee on the following local projects –  Grand Island bridges – o Asphalt overlay is scheduled for Hwy 30 over Hwy 281 o Center barrier is to be installed on Hwy 30 over Blaine/UP viaduct  Hwy 30 realignment – subject to Corp approval o Wetland mitigation is involved in new route, which will allow for a future North Road grade separation o Estimated project cost is $24.3M with 20% being City cost of project portion within City limits o City will need to add to community projects – March 2016 TIP o April 1, 2016 is tentative public meeting – May 1, 2016 public comment period ‐ construction in 2020 o This is a Build Nebraska Act project – no federal funds involved Journey 2040 Workshop No. 3 – November 17, 2015 Important all committee members aim to attend this workshop Grand Island Regular Session - 11/17/2015 Page 5 / 32 4 Special TAC Meeting November 17, 2015 A special meeting is tentatively planned for November 17, 2015 to continue moving forward with the Long Range Transportation Plan Next Meeting Date The next Meeting of the TAC will be a special meeting on November 17, 2015.
