Call to Order
Nabity called the meeting to order at 10:04 am. The Nebraska Open Meetings Act was
acknowledged.

Roll call was taken.
Approve Minutes of the April 13, 2015 Technical Advisory Committee
Motion by Zumwalt to approve the minutes of the April 13, 2015 meeting, seconded by Brown. Upon
voice vote, all voted aye. Motion adopted.
“DRAFT” Fiscal Year 2016 Unified Planning Work Program
Adams presented Fiscal Year 2016 Unified Planning Work Program (UPWP), which is an annual
document used in federal funds planning. The fiscal year runs July 1 – June 30 of each year. Actual
personnel hours and tasks are to be included. GIAMPO does have carry over funds from previous
agreements that are part of this UPWP and are planned to be spent under this FY program. Adams
mentioned the feasibility study should start July 2015.
Motion by Collins to approve the DRAFT Fiscal Year 2016 Unified Planning Work Program as
presented, seconded by Zumwalt. Upon voice vote, all voted aye. Motion adopted.
Long Range Transportation Public Involvement Plan
Adams noted the draft plan was presented at the April 13, 2015 TAC meeting and will be presented to
Policy Board at their June 9, 2015 meeting for acceptance. Federal Highway Administration and
Nebraska Department of Roads have both reviewed the draft and made comments, which have been
incorporated into the final draft included in this meeting’s agenda packet.
Motion by Brown to approve the Long Range Transportation Public Involvement Plan as presented,
seconded by Collins. Upon voice vote, all voted aye. Motion adopted.
Update of Aerial Photography
Adams provided an update to the TAC regarding the aerial photography and noted this work was
performed by an amendment to the UPWP and original startup funds were used. Consultant is
currently working to compress the images to SID files. Files should be available within the next week
or so and anyone wanting a copy needs to make their request to Adams.
Update on Transit Needs Analysis Study Plan
Adams noted this plan is with the UPWP and is the City’s 1st attempt to receive Section 5307 funds.
The 2010 census (completed in 2012) makes the City eligible for these funds. An RFP is anticipated to
be released mid July 2015 to aid in identifying transit needs. It will take approximately one (1) year to
develop a transit plan. There is currently an agreement in place between the City and County for
door to door service with another year of funding available, which will allow sufficient time for the
City to incorporate a new plan. Zumwalt questioned if the plan would be included as part of the

LRTP, to which Adams noted what exists would be incorporated with a more clear direction in Dec
2015/Jan 2016.
Long Range Transportation Plan Workshop – June 29, 2015; 2pm – 4pm at the Heartland Event
Center’s Bosselman Conference Center
Brown stated official invites will go out this Friday (6/12/15) and all are encouraged to spread the
word and get the public involved in attending this workshop. There will be a presentation and then
the floor will be open for public comment. Stoltenberg noted there will be a similar meeting from
5:30pm to 7:30pm in the same location as the TAC meeting for the general public and media. Again,
all TAC members are encouraged to attend and gather public involvement.
NEW ITEM – US 30 Reconstruction (S-30-4(1046) Jct US-281 West, CN41704) - Discussion
Keith Meyer, Tony Kessler, Zach Thurber, and Syed Atauliah attended this meeting as NDOR
representatives to give an overview of the project with the committee. Nabity noted the State is
currently working on a route for realigning west Highway 30 and stated the City has concerns with
future development if the alignment doesn’t take into account the ability for future economic
development, grade separations, intersection safety, etc. NDOR representatives commented that the
alternative was selected from previous public input and evaluation of several alternatives, and the
proposed alignment best takes into account the need to avoid, minimize, and mitigate the impact of
possible wetlands in the project area. General discussion followed between the state and the
committee on the impact of the area around North Road and US Highway 30, the possible closing of
the south leg of North Road, impacts of previously identified rail grade separations at North Road and
Engleman Road. NDOR representatives commented that they would take the concerns and
suggestions of the committee to the consultants working on the projects to review. General
consensus between NDOR, the City and committee, that they will continue to work through concerns
and find the best possible realignment. This will be a continued effort between all parties to find an
effective realignment.
Next Meeting Date
The next regularly scheduled meeting of the TAC will be August 10, 2015.
