Call to Order
Nabity called the meeting to order at 10:05 am. The Nebraska Open Meetings Act was
acknowledged.

Approve Minutes of the October 13, 2014 Technical Advisory Committee
Motion by T Brown, seconded by Wahlgren to approve the minutes. Upon roll call vote, all
voted aye. Motion adopted.
MPO Membership to Association of Metropolitan Planning Organizations (AMPO)
Adams noted such membership was presented through the TAC to the Policy Board and is
based on the 2010 census. The annual membership dues are $302.64 and are due in one (1)
month to maintain the current membership. Nabity mentioned this membership allows
advertisements for job postings, projects, etc. through the MPO on the AMPO website. Olson
asked if this group is a lobby group, to which Adams replied it is not. Collins mentioned this
membership provides a venue for transportation bill information. Wahlgren stated it is wise to
have such membership.
Motion by Collins, seconded by Wahlgren to recommend approval to the GIAMPO Policy Board.
Upon voice vote, all voted aye. Motion adopted.
Agreement with Nebraska Department of Roads for FY 2015 Section 5303 Transit Planning
Adams pointed out the FY was incorrectly noted as “2005”, instead of “2015”. Adams explained
planning funds are provided to the MPO for transit, similar to the highway side. Policy Board
and City Council approval are necessary for such funds to be received. Johnson questioned who
is responsible to review such agreements. Nabity answered Bob Sivick, City Attorney reviews
such items, which are standard federal forms. Olson inquired on what the funds are used for.
Adams stated such funds defray MPO expenses and help to fund the MPO Manager position.
Zumwalt pointed out the available amount of funds is around $21,800 and that he would check
on the exact figure. Zumwalt asked that a request be sent to him to make a change to the
agreement, which will note the upcoming City Administration changes.
Motion by Zumwalt, seconded by Collins to recommend approval to the GIAMPO Policy Board.
Upon voice vote, all voted aye. Motion adopted.
Update on Previous Actions Forwarded to the Policy Board
Adams informed the committee that the carryover funds will be applied to the aerial
photography. Federal Transit is provided directly to the City, Policy Board reviewed and
approved.
The proposals submitted on the Long Range Transportation Plan RFQ were scored, interviews
conducted, and a final selection has been submitted to Nebraska Department of Roads for their
concurrence with the selection. This will then be forwarded to FHWA & FTA for their approval.
Zumwalt believes all approvals have been given.

Olson inquired on the FY the MPO operates on. Adams stated the MPO follows the State FY,
which is July 1st ‐ June 30th & we are currently in FY 2015. It was also mentioned the Federal FY
is October 1st – September 30th, which the City FY matches up with. Nabity stated the MPO
budged is approved with the City budget and Zumwalt mentioned the MPO budget is
appropriated with the Federal FY.
Nabity noted the TAC meetings will become more frequent with the progress of the Long Range
Transportation Plan. Johnson inquired on the firms that submitted – Adams stated the review
committee was impressed with all three (3). Olson asked if the selection was based on
qualifications only, which Adams confirmed. Nabity stated cost still needs to be negotiated
with the selected firm & that we are on a tight time schedule ,as we only have 15 months to get
a plan in place (deadline is March 2016). Adams stated the selected consultant will possibly
attend the February 9, 2015 TAC meeting.
Next Meeting Date
The next meeting of the TAC will be February 9, 2015.

AMENDMENT TO THE GRAND ISLAND AREA METROPOLITAN PLANNING ORGANIZATION –
TECHNICAL ADVISORY COMMITTEE BYLAWS

ARTICLE V - MEETINGS
CANCELLATION OF REGULARLY SCHEDULED TECHNCIAL ADVISORY COMMITTEE MEETINGS
Section 5 (As Amended)
Cancellations of regularly scheduled Technical Advisory Committee (TAC) meetings.
A regular meeting of the GIAMPO Technical Advisory Committee may be cancelled in one of the following
ways:
a. By the Chairperson responding to a special request or recommendation by the MPO Director when
insignificant items that require adoption are offered, provided that notices of the cancellation must be
advertised and mailed to all members at least seven (7) days prior to the date of the regular meeting and
notice is provided the public through the following action:
1. Posting notice of such cancellation in areas accessible to the public in the following buildings:
a. Grand Island City Hall;
b. Hall County Courthouse;
c. Grand Island Public Library; and
d. The offices of the Grand Island Independent.
2. Publication on the City’s website.
3. Electronic Mail notification to news media outlets who previously requested such notice.
b. By the Chairperson responding to a special request or recommendation by the MPO Director, when
documentation exist that a lack of quorum is anticipated, provided that notice of the cancellation be made in
the manner set forth above in Article V, Section 5.
c. By a two-thirds (2/3) vote of the membership present at any prior regular meeting of the
GIAMPO, provided that a quorum is present at such meeting, and further provided that those members
voting in favor of canceling a future GIAMPO meeting must constitute at least a majority of the entire
GIAMPO Policy Board.

Metropolitan Transportation Planning
This course provides a general introduction and overview of the metropolitan transportation planning process,
underscoring its relationship to informed decision making. Aspects covered include key elements of the planning
process; planning requirements; visioning, goals, objectives and measures of effectiveness; program and project
development; alternatives and tools for their analysis.
NHI also offers FHWA-NHI-139001 Integrating Freight in the Transportation Planning Process.
Outcomes
Upon completion of the course, participants will be able to:
• Explain why the metropolitan transportation planning process exists and why it is important
• Identify the requirements of the metropolitan transportation planning process and describe the products
• Identify the players in the process and describe their roles and responsibilities
• Distinguish among vision, goals, objectives, and measures of effectiveness (MOEs) and describe the proper use of each
• Explain how to identify transportation needs and problems and how to analyze and evaluate alternative strategies
• Recognize the components of the transportation plan and the transportation improvement program
• Explain the relationship between planning and project development
