1/27/2015 Page 5 / 23 2      Long Range Transportation Plan Update  Adams informed the Policy Board three (3) proposals were received on November 4, 2014 for  the Long Range Transportation Plan.  Interviews will be held with each proposer on December  4, 2014; with negotiations to follow with the top ranked firm.  The expectation is to have a  consultant on board the first part of January 2015.  Information will be brought to the Policy  Board as this plan moves forward.    Approve 1st Quarter Billing and Activity Report  Motion by Haase to approve the 1st Quarter Billing and Activity Report.  Seconded by Minton.   Upon roll call vote, all voted in favor of the motion.      *Adams made note that the 1st Quarter consists of July 1 – September 30, 2014.    Amendment to the FY 2015 Unified Planning Work Program; Aerial Photography for the Long  Range Transportation Plan – Resolution 2014‐4   Collins stated the first year a base map is necessary for the MPO to have a reference point as  the City develops.  After this first year the MPO will be able to coordinate aerial photography  with the City and County.  Haase asked if such information will be available online – Collins  confirmed it will be and will update the current data.  Motion by Quandt to approve Resolution 2014‐4 to allow an Amendment to the FY 2015  Unified Planning Work Program; Aerial Photography for the Long Range Transportation Plan.   Seconded by Hehnke.  Upon roll call vote, all voted in favor of the motion.    Amendment to the FY 2015 Unified Planning Work Program; Transit Needs Assessment Plan –  Resolution 2014‐5  Nabity spoke to this being a necessary step to determine a plan for Grand Island’s transit needs.   The contract with the Senior Center is currently through the rural program.  Urban dollars can  be used to solicit a new contractor.  The goal is to ensure that City gets what is truly needed  and does not lose transit dollars.  Haase inquired on the timeline – Nabity said the RFP will be  advertised January 2015, as the plan is due early Fall 2015.  Vavricek asked if a budget  adjustment would be necessary – Adams stated it would not be.  Motion by Wahlgren to approve Resolution 2014‐5 to allow an Amendment to the FY 2015  Unified Planning Work Program; Transit Needs Assessment Plan.  Seconded by Quandt.  Upon  roll call vote, all voted in favor of the motion.    Significant Projects in the Planning Area Update  Terry Brown provided the following project updates –    Capital Avenue; Webb Road to Broadwell Avenue Widening    This is the biggest project the City will have underway for the next 2 years.  Paulsen of  Cozad, Nebraska was awarded the roadway construction contract.  Tree removal and  utility relocation is currently taking place in connection with the North Interceptor Phase  Grand Island Regular Session - 1/27/2015 Page 6 / 23 3    II project, which consists of electrical & sanitary sewer.  The intersection of Capital  Avenue and Broadwell Avenue will be closed for approximately 4 months during the  widening project.  A preconstruction meeting will be held with Paulsen in January and  discussion on possible cost savings is planned.  The new lanes will be built on the north  side of Capital Avenue first, with no complete closures planned.  Various Locations Resurfacing    This was the largest resurfacing project the City has done.  This project is complete and  ready for closeout.  State Street & Capital Avenue Trail   This project is currently underway with the pedestrian bridge at Moores Creek being  installed.  Highway 281 Southbound    The southbound lanes of Highway 281 will be resurfaced from Highway 2 south past  Stolley Park Road.  The viaduct and off ramps at Hwy 2 will also be replaced as part of  this project.  Webb Road will be used as the detour, as was done during the northbound  roadwork on this section.  The City is working with the State to promote safety by  offsetting left turn lanes.    As part of these updates Wahlgren mentioned a few projects the State has planned.    Highway 30 West to Wood River   Vontz Paving will be resurfacing this section of roadway by milling and placing new  asphalt.  Hamilton Bridge   A new bridge deck will be constructed  Interstate 312 Interchange   Pavement patching & grinding – tie slabs together  2nd St (Hwy 30) Viaduct   Replace joints to strengthen the viaduct    Next Meeting Date  The next meeting date will be January 27, 2015 at City Hall.    Adjournment   There being no further business, Mayor Vavricek adjourned the meeting at 4:26 pm.  Grand Island Regular Session - A regular meeting of the GIAMPO Policy Board may be cancelled in one of the following ways: a. By the Chairperson responding to a special request or recommendation by the MPO Director when insignificant items that require adoption are offered, provided that notices of the cancellation must be advertised and mailed to all members at least seven (7) days prior to the date of the regular meeting and notice is provided the public through the following action:. 1. Posting notice of such cancellation in areas accessible to the public in the following buildings: a. Grand Island City Hall; b. Hall County Courthouse; c. Grand Island Public Library; and d. The offices of the Grand Island Independent. 2. Publication on the City’s website. 3. Electronic Mail notification to news media outlets who previously requested such notice. b. By the Chairperson responding to a special request or recommendation by the MPO Director, when documentation exist that a lack of quorum is anticipated, provided that notices of the cancellation be made in the manner set forth above in Article V, Section 6. c. By a two-thirds (2/3) vote of the membership present at any prior regular meeting of the GIAMPO, provided that a quorum is present at such meeting, and further provided that those members voting in favor of canceling a future GIAMPO meeting must constitute at least a majority of the entire GIAMPO Policy Board.
