The Nebraska Open Meetings Act was acknowledged. Roll Call Roll call was taken. Grand Island Regular Session - 12/8/2014 Page 3 / 14 2 Approve Minutes of the August 11, 2014 Technical Advisory Committee Motion by Wahlgren, seconded by ML Brown to approve the minutes. Upon roll call vote, all voted aye. Motion adopted. Discuss and Approve the Recommendation of Amendment to FY 2015 UPWP for Transit Needs Analysis Plan & Resolution 2014‐4 Adams discussed the need for a consultant on this plan and stated a considerable amount of time needs to be allowed for public comment. The Policy Board will review this amendment at their November 25, 2014 meeting. Motion by Collins, seconded by ML Brown to recommend approval to the GIAMPO Policy Board. Upon roll call vote, all voted aye. Motion adopted. Discuss and Approve the Recommendation of Amendment to FY 2015 UPWP for Aerial Photography & Resolution 2014‐5 Collins explained updated aerial photographs are needed for the MPO area. Olson inquired on what would be photographed and stated that $25k won’t get much (no LiDar). Adams stated $21,900 is the estimate for the MPO area photography. Sherlock questioned if this is a duplicate of the current (every 2 yr) photos being taken. Collins stated the current plan doesn’t meet the timelines – photos are needed for 2015. Sherlock requested we check into the current agreement w/ the City & County and that the MPO partner with them if the timeline works out – Jan Pelland, Co Assessor is the County contact. Nabity stated we need to keep up with growth. Motion by ML Brown, seconded by T Brown to recommend approval to the GIAMPO Policy Board. Upon voice vote, all voted aye. Motion adopted. Long Range Transportation Plan – RFP Update Adams informed the committee that the RFP has been advertised and sent to approximately 74 firms, with NDOR sending out a notice also. Opening date is set for November 4, 2014. Sherlock, T Brown, Adams & Nabity make up the review committee that will develop a short list from the submitted proposals. Submitting firms will be prequalified through NDOR when proposals open. 1st week of December –short list deadline 3rd week of December – conduct interviews January – consultant onboard February –meet consultant team Grand Island Regular Session - 12/8/2014 Page 4 / 14 3 Regional Area Projects Update T Brown provided an update on the Capital Avenue Widening Project; Webb Road to Broadwell Avenue (5 lane roadway) –  Bid opening is 10/23/2014 – as of this meeting 3 valid bidders are on the list  North Interceptor, Phase II construction along Capital Avenue will begin as early as this fall/winter & consist of sanitary sewer, gas main, telecommunications & power relocation  March 2015 all remaining utilities will begin to be relocated  May/June 2015 roadway paving will begin  New lanes will be built north of existing lanes with limited closures – Broadwell Avenue/Capital Avenue intersection will be the most troublesome closure for this project T Brown also provided an update on the southbound Highway 281 roadwork  Remote traffic counts will be taken with new technology the week of October 13, 2014 – this data will be passed to NDOR for lane rebuilding information Olson inquired on the water main project at the CNRA – he was referred to Bob Smith Next Meeting Date The next meeting of the TAC will be December 8, 2014.
