First Street. Notice of the meeting was given in the April 6, 2022 Grand Island Independent. 1.CALL TO ORDER. Chairman Gdowski called the meeting to order at 4:00 p.m. The following members were present: Tom Gdowski, Jim Truell, Bart Qualsett and Sue Pirnie. Also present were: Council Member Mark Stelk, Director Chad Nabity, Planning Administrative Norma Hernandez, Finance Director Pat Brown and Assistant Finance Director Brian Schultz. 2.APPROVAL OF MINUTES. A motion for approval of the Minutes for the March 9, 2022 meeting was made by Truell and second Qualsett by. Upon roll call vote, all present voted aye. Motion carried 4-0 3.APPROVAL OF FINANCIAL REPORTS. Financial reports were reviewed by Brian Schultz. A motion for approval of financials for March 2022 made by Qualsett and second by Pirnie. Upon roll call vote, all present voted aye. Motion carried 4-0. 4.APPROVAL OF BILLS A motion was made by Truell and second by Pirnie to approve the bills for $10,588.91. Upon roll call vote, all present voted aye. Motion carried 4-0. 5.REVIEW OF COMMITED PROJECTS & CRA PROPERTY. The committed projects and CRA projects were reviewed by Nabity. CBV – Plans for bases was submitted to public works. Rawr Holdings – Need a W-9 South Locust property – still available 6.Approval of Redevelopment Contract and Bond Resolution for Area 1 – Nikodym Development – Super Bowl Site north of Bismark and east of Cherry – JNIK, LLC. a.Consideration of Resolution 387 – Bond Resolution for the former Super Bowl Site 655 S. Cherry Street and 1010 E. Bismark Road Lot 1 of Grand Island Regular Meeting - 5/18/2022 Page 6 / 25 Nikodym Subdivision and Lot 1 of Nikodym Second Subdivision – JNIK LLC. John Nikodym gave an updated and stated the demolition is almost complete and making good progress. Nabity stated the contract is standard and anticipates multiple starting dates. A motion was made by Qualsett and second by Truell to approve Resolution 387. Upon roll call vote, all present voted aye. Motion carried 4-0. 7.Approval of Redevelopment Contract CRA Area 1 – 313 W. 2nd Street – Left Click Properties a.Consideration of Resolution 388 – Bond Resolution for 313 W. 2nd Street W 1/3 of Lot 2 Block 81 Grand Island Original Town – Left Click Properties A motion was made by Pirnie and second by Truell to approve Resolution 388. Upon roll call vote, all present voted. 3 voted aye (Truell, Pirnie and Qualsett) and 1 abstain (Gdowski). Motion carried 3-1. 8.Approval of Redevelopment Contract CRA Area 36 – Highland North Subdivision Platted and Proposed, Independence Avenue and Nebraska Highway 2 – A & H Holdings a.Consideration of Resolution 389 – Bond Resolution for Highland North Subdivision Platted and Proposed, Independence Avenue and Nebraska Highway 2 – A & H Holdings Nabity stated the project is a multi-year project. The development will include 142 units of housing and some commercial/office property. The tax increment financing requests calls for 14.6 million dollars. The use of Tax Increment Financing to aid in redevelopment expenses associated with platting and installing the necessary infrastructure and public amenities. A motion was made by Pirnie and second by Qualsett to approve Bond Resolution 389. Upon roll call vote, all present voted aye. Motion carried 4-0. 9.Redevelopment Plan Amendment CRA Area 36 – Northwest Gateway Subdivision Lots 10, 11and 12 (4157, 4161, and 4163 Montana Avenue) – Paramount Development LLC Grand Island Regular Meeting - 5/18/2022 Page 7 / 25 a.Consideration of Resolution 390 – Forward a Redevelopment Plan Amendment to the Hall County Regional Planning Commission Northwest Gateway Subdivision Lots 10, 11 and 12 (4157, 4161 and 4163 Montana Avenue) – Paramount Development LLC b.Consideration of Resolution 391 – Resolution of Intent of enter into a Site Specific Redevelopment Contract and Approval of related actions 30-day notice to city council Northwest Gateway Subdivision Lots 10, 11 and 12 (4157, 4161 and 4163 Montana Avenue) – Paramount Development LLC Nabity stated property is located south of Highway 2. The request for $263,000 in Tax Increment Financing to aid in redevelopment expenses associated with building 3 duplexes including acquisition, fill and grading, sidewalks and utility improvements. A motion was made by Qualsett and second by Pirnie to approve Resolution 390 and Resolution 391. Upon roll call vote, all present voted. 3 -aye (Qualsett, Pirnie and Truell) and 1- abstained (Gdowski) - Motion carried 3-1 10. Director’s Report Veteran’s Home Property – the sale is ready to move forward and close within 90 days. May 1st – TIF Report – Deadline for annual TIF Report. Will be sent out to everyone before the end of April. Other Projects – Planning Commission hired Marvin Planning Consultants to update the Comprehensive Plan for the city and county. A kick off meeting is tentatively scheduled for June 8th no time has been decided yet. June meeting will be moved to June 15th 11.
