Background History Prior To HEC Becoming A Reality
•How Fonner Park Got Started
•In looking back in time, in the early 1950’s
there was not a permanent location to host
the Hall County Fair.
•In 1953 a group of area farmers, ranchers
and civic leaders began meeting to address
the need to develop a permanent site for
the county fair and host other community
and area events.
Fonner Park History (cont)
•As discussions were held it was noted that in Omaha,
Lincoln, Columbus, Madison, Mitchell, and South Sioux
City all had thoroughbred race tracks and the facilities
were also utilized to host other events including county
fairs and Lincoln, hosted both the Nebraska State Fair and
the Lancaster County Fair.
•At a joint meeting between Fonner Park and the Hall
County Agricultural Society they reached a tentative
agreement on how both groups could work together.
•Long story short, the Fonner group formed a non-profit
public service corporation -the Hall County Livestock
Improvement Association, Inc.
Organizational Meetings Were Held
•Ray Baxter, Wilbur Bachman, Bill Hehnke, Dick Stephens, Bill Green, & Jake Grasmick were elected to serve on the first Executive Council with Ray Baxter being chosen to serve as President.
•Land was purchased from Gus Fonner and the facility became known as Fonner Park.
•$220,000 was raised to purchase land, build a race track, grandstand and barns to be used for racing, and be the location to host the Hall County Fair, and other community events.
•A racing license to conduct thoroughbred race meets was received from the Nebraska State Racing Commission. Race dates were approved for Fonner Park to host its first race meet in 1954.
Successful Race Meets Thru The Years Allowed For Many
Improvements To Be Made To Improve The Facility For Racing
And To Host Other Events
•The addition of the Fonner Concourse made it possible to
have trade shows, banquets, dances and other community
events.
•Additional Barns allowed for more horses to be stabled during
Fonner Park race meets and created facilities for other
livestock events.
•Four additions increased seating in the grandstand by adding
a Club House, Turf Club, and Skyline Levels which are also
used for community events.
In the Mid 80’s, a committee did an assessment of
community needs and determined that in Central
Nebraska, there was a need for a Civic Center.
•The first attempt to build a 8,000 seat facility was placed on the ballot on November 7, 1989 to be funded by a sales tax and was not approved by voters.
•In 1995 the issue was again on the ballot to be funded again by a ½ percent city sales tax and was not successful.
•After the second election failed to pass, some members of the community continued to talk about ways that this project might become a reality.
In 1997 -Another Committee Was Organized To Identify Needs Of The Community And Set Goals
•In April of 1997, The Heartland Vision 2000
Study Group, Identified An Events Center As
The Top Goal To Accomplish.
•In the fall of 1997, motel owners Larry
Huwaldt, Ray O’Connor, and Gene McCloud
representing Grand Island Motels asked for a
meeting with Fonner Park CEO, Hugh Miner, Jr
Motel Owners Ask Fonner To Help (Cont)
•The motel owners shared information concerning the fact
that motel occupancy in Grand Island was around 50%
during some months of the year, while in Kearney that was
not the case. It was their feeling that in order to be more
competitive, Grand Island needed to develop a
multipurpose facility to host all kinds of activities and
events.
•The group asked if Fonner Park would consider taking the
lead role in the development of a year round community
facility on behalf of the community and motels. Fonner
Park had been identified as the best location to build the
events center in the first two attempts to make it a reality.
Motel Owners Ask Fonner To Help (Cont.)
•If Fonner Park would provide land for the facility and take the lead role in organizing an effort to raise the funding, the group also indicated they felt that Fonner Park should also manage the facility.
•The motel owners also acknowledged that most event centers lose money and facilities have to be tax supported. They indicated that if Fonner Park would take the lead role, they would meet with other motels to approve requesting the City of Grand Island authorize the implementation a 2% motel lodging tax to be used by the Heartland Events Center.
•The motel lodging tax would be used to cover any operating shortfalls and also for other operational expenses to include marketing and other needs.
Discussions with Motel Owners•Miner advised the group that he would take their request to the next Fonner Board Meeting for discussion.
•Discussions with the Fonner Board:
a. Board indicated that they would be willing to work with the community
with the understanding that it would be “community project” and not a
Fonner Project.
b. In addition, the Funding for the project needs to come from sources other
than a half-cent city sales tax.
c. Articles of Incorporation will need to be filed with the State of Nebraska
for a new subsidiary corporation of Fonner Park to obtain approval from
the IRS for the new corporation to become a non-profit 501-C3
corporation. This would allow donors to make a tax deductable
contribution to the construction of the civic center.
d. A consulting firm will need to be hired to develop a business plan for the
facility.
What City Council Members & the Community Should Know About The Heartland Events Center
•The Heartland Events Center is a Regional Facility
Serving Approximately 500,000 People Of All
Ages.
•Centrally Located In Grand Island, It Serves
Central & Western Nebraska As Well As
Communities Bordering Nebraska In Surrounding
States.
•It Has Stimulated Economic Growth In Grand
Island and Surrounding Areas!
This Project Was A Joint Venture •The Community Redevelopment Authority
provided $25,000 to assist in the initial
development of the project.
•The Grand Island Area Economic Development
Corporation provided $50,000 to develop
schematic drawings for the project.
•Business & Community Leaders played a major
role in fund raising efforts for the project.
•Area Foundations, Trusts, And Corporations
also played a key role in making the center a
reality by making major contributions to fund
construction of the facility.

Fonner Park In-Kind Contributions
•$10 Million In infrastructure from Hall County Livestock
Improvement Association which includes:
•Parking, Land, And Existing Space Located On The Main
Floor Of The Concourse, Club House & Skyline Levels of The
Grandstand add to areas that can also be used for HEC
events.
•These areas along with the Fonner Park 4-H Bldg & Café,
and the Racing Office, and the New Nebraska State Fair
Buildings make the Fonner Complex Competitive With Any
Facility Outside Of Omaha.
Organizational Structure
•Fonner Park Exposition And Events Center Inc.
Is a Non-Profit 501 (c) (3) Corporation that was
organized and incorporated to Plan, Develop,
Construct, Manage, and Operate The Heartland
Events Center.
The corporation has the ability to accept
charitable contributions, which was key in
receiving funding for the facility.

Background
The first restriction on open burning in the City of Grand Island was passed in 1909, this
prohibited the burning of paper or refuse in the streets and alleys of the City. Then in
1951 an ordinance was passed that restricted burning to set hours on certain days of the
week. This was then amended on June 1, 1972 to permit open burning on Wednesday and
Saturday. At this time the Fire Chief was also empowered to ban open burning when
warranted.
On July 8, 1991 Ordinance 7729 was approved that banned open burning in the City with
very few exceptions.
At the May primary election in 1994 the citizens of Grand Island overturned the ban on
open burning by approving a ballot referendum. This resulted in council passing
Ordinance 7993 on May 23, 1994 allowing for open burning for two weeks in the fall and
two weeks in the spring, with a written permit. This resulted in the Fire Department
issuing an average of 43 permits per day during the two week burn period. Since that
time only minor modifications have been made to the ordinance.
It should be noted that according to State Statute 81-520.01 there is a state wide ban on
all open burning, with few exceptions.
Discussion
The issue with open burning of yard waste in the City of Grand Island is twofold, with
the first being environmental. During the burn period there is a consis tent haze over the
city, which infiltrates homes and causes health issues. The burn period is also used by
some people to burn non-yard waste, which includes treated lumber, old carpet and
furniture. These products produce toxic gases which linger in the smoke.
The second issue is public safety. These fires are not always burned according to safety
regulations, this leads to the possibility of spreading to structures. Fires are also started in
city right of ways, which include under power lines. They also generate unnecessary
complaint calls to 911; this in turns commits our limited emergency response resources.
It should also be noted that Grand Island is one of three surveyed cities in Nebraska that
allows open burning.
So why change the open burning policy now?
During the early 1990’s this issue came before the council several times before being
placed on the 1994 primary ballot. One of the arguments at the time was that the citizens
had no way of disposing of ya rd waste without paying a fee. Since this time, a
composting program has been established at the Transfer Station located on Old Potash,
which allows for dumping of yard waste at no cost. This allows for an environmentally
responsible way of disposing yard waste.
People’s attitudes have also changed over the years and we are now more aware of how
our actions affect others. People have come to expect clean air, free of smoke, year
round. We want a safe and clean living environment for ourselves and children.
I would like to offer the following options to be considered. The open burning policy can
be left as is, with no modification. Adopt state statute and allow the fire chief to set
stringent regulations and charge a $10 fee for each permit. This would allow burning year
round or stay with the two week policy.
My recommendation is to adopt state statute and not allow open burning within the city
limits, except for the following special considerations: live fire training, essential
agricultural operations, the destruction of dangerous or storm damaged materials and
diseased trees, clearing of land for development and recreational or cooking fires.
Since this issue had been voted on by the people it will require a 2/3 vote by the council
to overturn.
Conclusion
This item is presented to the City Council in a Study Session to allow for any questions to
be answered and to create a greater understanding of the issue at hand.
It is the intent of City Administration to bring this issue to a future council meeting for
the consideration of approving the recommendation to discontinue open burning in the
City of Grand Island.

Background
At the October 11, 2011 meeting, City Council approved hiring Black & Veatch of
Kansas City, Missouri to provide engineering services for the Wastewater Treatment
Plant and Collection System Rehabilitation.
Discussion
After an in-depth review of the project it has been decided that the most cost effective
way to address the headworks for the Plant is through a complete rebuild. In an effort to
keep the public and City Council informed on the status of this project Black & Veatch
will give a presentation explaining this piece of the project.
Conclusion
This item is presented to the City Council in a Study Session to allow for any questions to
be answered and to create a greater understanding of the issue at hand.
It is the intent of City Administration to bring this issue to a future council meeting for
the approval of a bid award for the headworks rebuild portion of this project.
