City of Grand Island City Council Item -1 City Council Special Study Session Retreat Saturday, January 22, 2011 Council Retreat City of Grand Island Staff Contact: Mary Lou Brown City of Grand Island City Council Council Agenda Memo From: Mary Lou Brown, Interim City Administrator Meeting: January 22, 2011 Subject: Council Retreat, January 22, 2011 Background An annual winter retreat has typically been held by the Mayor, Council and Department Directors. Topics vary from year to year; however, the focus has usually been on issues impacting the current fiscal year and a preliminary discussion regarding the upcoming budget preparation. The retreat also has served as a way in which to introduce new Council members to Council operations, i.e., communications, Roberts Rules of Order. Discussion The 2011 retreat is scheduled for Saturday, January 22, 2011 at City Hall. The theme of this year’s retreat is “Taking Flight”. The primary purpose of the day is a discussion of items that will assist the Council in setting a strategic direction for the City and a framework within which to make strategic decisions. We find that more of the items brought forth to Council are of a multi-year nature. Since one Council is potentially making decisions that impact future Councils, it is necessary that the policies that Council sets be able to stand the test of time. Without a better understanding of some of the City’s broad environmental factors, it is difficult, if not impossible, to have decisions seem reasonable in future years. The day will focus on high level issues and not daily operations. We will plan to have a second retreat, most likely in early March; that retreat will focus on a financial discussion and planning for the fiscal year 2011/2012. Copies of the presentations will not be provided in advance. We are taking this approach because we will be visiting each topic at a 30,000 foot level and several of the topics will be followed up with specific stud y sessions. A notebook with the presentations and additional resource information will be provided Saturday morning. We challenge you to take this strategic flight with us and to keep that flight imagery in your mind as the day progresses. Internally, we have engaged in some very meaningful and controversial discussions as we have prepared for Saturday; we trust that you will find the presentations thought provoking and insightful.
