If the issue can be handled administratively without Council action, notification will be provided. If the item is scheduled for a meeting or study session, notification of the date will be given. B - RESERVE TIME TO SPEAK ON AGENDA ITEMS This is an opportunity for individuals wishing to provide input on any of tonight's agenda items to reserve time to speak. MAYOR COMMUNICATION This is an opportunity for the Mayor to comment on current events, activities, and issues of interest to the community. Call to Order Pledge of Allegiance Roll Call This is an open meeting of the Grand Island City Council. The City of Grand Island abides by the Open Meetings Act in conducting business. A copy of the Open Meetings Act is displayed in the back of this room as required by state law. The City Council may vote to go into Closed Session on any agenda item as allowed by state law. City of Grand Island City Council Item -1 Presentation of Statements of Interest for City Owned Property Located at 2204 Bellwood Drive known as the Racquet Center Tuesday, February 02, 2010 Study Session City of Grand Island Staff Contact: Jeff Pederson City of Grand Island City Council Council Agenda Memo From: Jeff Pederson, City Administrator Meeting: February 2, 2010 Subject: Statements of Interest for City Owned Property Located at 2204 Bellwood Drive known as the Racquet Center Item #’s: 1 Presenter(s): Jeff Pederson, City Administrator Background On January 19, 2010, a Study Session was conducted during which options for the future use/disposition of the current Racquet Center building were outlined and discussed. Public input was received. Testimony was heard in favor of use of the building for a four- court tennis facility. A party suggested operating the facility for multiple uses to include softball practice facilities in addition to tennis. At the conclusion of the discussion, it was indicated that the item would be carried over to the February 2 Work Session to allow other interested individuals to state an interest in the use of the facility. Discussion For this item, any individual so interested will be allowed to make an informal statement of interest for use of the building. This information will be noted and considered, along with statements made at the January 19 meeting, for the preparation of a Request for Proposal for the eventual use of the property. Statements of interest will be required to be brief and concise, and will not be allowed to be descriptive beyond the programmatic use of the building. Interested parties should provide a name and address for inclusion on the RFP mailing list. Conclusion It is the present intention of Administration to conduct a Request for Proposals process that will follow the City procurement code, and that will result in a recommendation to the City Council at a future meeting for award of contract. The City Council retains the right up to the time of award to consider alternative courses of action, including sale of the property. Item -2 Presentation Concerning College Street Closing Tuesday, February 02, 2010 Study Session City of Grand Island Staff Contact: Steve Joel, Superintendent of Schools City of Grand Island City Council Council Agenda Memo From: Jeff Pederson, City Administrator Meeting: February 2, 2010 Subject: College Street Closing Item #’s: 2 Presenter(s): Steve Joel, Superintendent of Schools Background The Grand Island School Board has developed a Plan for site improvements around GI Senior High that would encompass the closing of College Street between Custer and Lafayette Avenues. The Plan includes site enhancements that increase pedestrian safety as well as improved access to campus facilities. Discussion School Officials will be accompanied by Terry Brown of Olsson & Associates to outline the Plan as well as to request permission for a temporary around-the-clock closing of College Street that is intended to gauge the potential impacts of a permanent closing. Conclusion This item is presented to the City Council in a Study Session to allow for any questions to be answered and to create a greater understanding of the issue at hand. It is the intent of City Administration to bring this issue to a future council meeting.
