Background
The Library Facility Committee has been working for the past several months on details
related to the library’s expansion/remodel project approved in the May 2004 ½% sales
tax election. It is appropriate at this time to update the Grand Island City Council on the
committee’s progress and future directions.
Discussion
The committee met on January 27, 2005 to approve an RFP (Request for Proposals) for
design/build services for this project. We will update the Council about the decisions
made by the committee and how this decision will be referred to the Grand Island
Facilities Corporation, including any coordination with the Corporation needed in order
to issue the RFP and work toward a contract with the selected design/build team. City
Attorney Doug Walker will also be on hand to update the Council on the formation of
this Corporation.
Another item of discussion at the January 27th meeting was a preliminary discussion draft
of a Building Program Document (attached). This document provides specific space
allocations and explanations for our expansion/remodel project. Sources for production
of this draft were David Smith’s space needs studies; staff, board, facility committee and
public input; and Libris Design software specifically tailored for this purpose.
Calculations are based on a facility totaling 50,269 SF in accordance with David Smith’s
most recent recommendations, and are as precise as possible at this time subject to
various planned reviews of this document prior to distribution during the RFP process
and subsequent revisions during the design stage of this project.
Conclusion
This item is presented to the City Council in a Study Session to update the Council on the
progress of the project.

Background
The City Council will discuss the One & Six Year Street Improvement Program at the
Study Session this evening. The Regional Planning Commission will conduct a public
Hearing and review the program at their February 2, 2005 meeting. The city council will
be asked to approve the program at the February 8, 2005 regular City Council meeting.
Discussion
2005 Construction Season
One of the major projects for the 2005 construction season is the pavement construction
for Independence Avenue from Shanna Street to 13th Street, as well the paving of Shanna
and Lariat Lane. In addition to the recently completed widening of Stolley Park Road
adjacent to Case-New Holland (CNH), the paving of Claude Road is planned this summer
to further facilitate CNH operations. The Nebraska Department of Roads project to
widen U.S. Highway 30 to the Merrick County line is expected to be completed in 2005.
A contract will be let for the construction of two bridges over the Platte River for the
northbound lanes of S. Locust between I-80 and the south City Limits. Other projects
planned for 2005 include the completion of the Railroad Corridor Study and the
continuation of the Moores, Prairie, and Silver Creek flood control design. Also planned
is the continuation of the Hiker/Biker trail from Central Community College to Hall
County Park.
2006 – 2010 Construction Seasons
Some significant projects beyond the 2005 construction season include the widening of
Capital Avenue west of U.S. Highway 281 in 2006 to meet anticipated traffic volumes to
be generated by the new Super Wal-Mart. Also planned during this period is completion
of the construction of two northbound bridges on Locust Street over the Platte River
channels, and the commencement of roadway construction for the northbound lanes of
Locust Street between the I-80 interchange and the south city limits as well as the
continuation of various segments of the Hiker/Biker trail construction. In 2007 the
Nebraska Department of Roads plans to start the U.S. Highway 30 widening project in
the city between the US Highway 30 railroad overpass and Greenwich Street.
Commencement of ten years of construction activities for the Moores, Prairie, and Silver
Creek floodway protection will also start during this period.
Alternatives
Since this is a study session, the Council is being asked to consider this information for
discussion purposes only. No decision is being requested regarding the subject at hand at
this time. Therefore, the City Council is asked to engage in discussion concerning the
issue to facilitate further decision making steps.
