Background
Each year the City Council reviews the various Boards and Committees for the following
year. In reviewing the Boards and Committees it is beneficial to:
· Determine if any appointments need to be made
· Review the effectiveness of the Boards and Committees
· Determine if new boards need to be created
· Determine if current boards are no longer needed or beneficial
· Review any changes in Boards that may be necessary
· Make any suggestions to create stronger and more effective Boards and
Committees
· Are Council liaisons needed on various Boards and Committees
Discussion
City Administration has developed a Board and Committee computerized management
system to enhance the City’s effectiveness in managing the various groups that help the
community. Attached is a report from the new system. RaNae Edwards will perform a
live on-line summary demonstration of this new tool for the Council during the study
session. Additionally, the Council will be asked to review current Council appointments
to the various Boards and Committees and recommend appointments for next year.
Attached is a list of the current appointments that need to be considered. The Council
appointments will be approved at the December 21st meeting.
Additionally, the Council may want to have a philosophical discussion on the directions
that the Council wants Boards and Committees to move in the future. Some issues that
have been brought forward over the last year on this subject include:
· Should Council Members be required to participate in several Boards and
Committees?
· Should the City require that they have a voting member on Boards when there is a
large financial investment in and organization? Ie: Humane Society, Health
Department, and Economic Development?
· Has moving the CRA from the City to Chamber of Commerce been a beneficial
move and in the best interest of the community?
· Has moving the Business Improvement Districts from the City to the Chamber of
Commerce been beneficial and in the best interest of the community?
· Are there any Boards or Committees that need to be formed?
· Are there any Boards or Committees that need to be dissolved?
· Are there any changes to the Board and Committee structure that need to be
made?
· Do we have too many or too few Boards and Committees?
Any other subjects that the City Council wishes to discuss concerning the Boards and
Committees are appropriate to discuss during the study session.
Alternatives
Being a study session, the Council can not make any decisions on the subject at hand.
Therefore, The City Council is asked to engage in discussion concerning the issue at hand
in order to facilitate future decision making.

Animal Advisory
Legal
Section 5-2 of the City Code provides for the establishment of an Animal Advisory Board. The
board shall be composed of seven members: four members appointed by the Mayor subject to
confirmation by the Council; the Chief of Police, the Health Department Director, and the
Humane Society Director. The purpose of the Board is to advise the mayor and City Council
on all matters relating to the Animal Code. The Board shall meet during the first week of
January and the first week of July of each year.

The purpose of the Building Code Advisory Board is to consider requests and make a
determination concerning the suitability of alternate building materials and methods of
construction. The Chief Building Inspector shall be an ex-officio member and will act as
secretary of the Board. One City Councilmember shall also act as an ex-officio member.
Section 8-4 of the City Code provides for the establishment of a Board of seven members;
appointed by the Mayor and approved by the City Council.

Civil Service Commission

The Civil Service Commission is responsible for adopting and promulgating rules and
regulations, exercising powers, and performing duties as provided by the Civil Service Act. The
Commission is responsible for the appointment of sworn police and fire personnel. The
Commission is comprised of three members, appointed by the Mayor and confirmed by the
City Council. The Human Resources Director serves as Secretary.
No person shall be appointed a member of such commission who is not a citizen of the United
States, a resident of such municipality for at least three years immediately preceding such
appointment, and an elector of the county wherein such person resides.

Community Redevelopment Authority

The purpose of the Community Redevelopment Authority is to be a useful tool in economic
development and to enable a wide variety of improvements within their blighted and
substandard project area. Included in the abilities of the Authority are employing tax increment
financing, expending funds to acquire substandard or blighted areas including land, buildings and
improvements, demolition or removal of buildings and funding infrastructure improvements.

Economic Development Review

At the May 6, 2003 Special Election, the voters of Grand Island approved an Economic
Development Program to encourage growth to our community. Ordinance No. 8832 approved
by Council on August 12, 2003 sets out the requirements for this program. The purpose of this
program is to provide well paying jobs to the citizens of Grand Island, Nebraska, by
encouraging and assisting local businesses to expand as regards to job creation and capital
investment and to recruit new qualified businesses which results in creation of jobs and
expansion of the tax base. This program will be administered by a Citizens' Review Committee
appointed by the Mayor and approved by the City Council. The program recommends that
professionals in the fields of accounting and banking and finance, small business owners, and
business professionals be included on the Citizens' Review Committee. The City Administrator
or designee will serve as Liaison to the Economic Development Corporation. The program
becomes effective October 1, 2003.
The Committee will be comprised of seven members from the community who are registered
voters in the city of Grand Island.

Section 15-31 of the Grand Island City Code establishes the duties of the Electrical Board. The
purpose of the Electrical Board shall be to establish standards and procedures for the
qualification, examination, and licensing of master electricians and journeyman electricians and
shall issue an appropriate license to each person who meets the qualifications and successfully
passes the examination given by the board.
The Electrical Board shall consist of a master electrician, a journeyman electrician, a
representative of the city utility department, a representative of the public at large, and the
chief building inspector, who shall act as ex-officio chairman of the board.

Gas Fitters & Appliance Installers
Building
Section 18-6 of the Grand Island City Code establishes the duties of the Gas Fitters and
Appliance Installers Board. The purpose of the Gas Fitters and Appliance Installers Board
shall be to establish standards and procedures for the qualification, examination, and licensing
of Gas Fitters and Appliance Installers and shall issue an appropriate license to each person
who meets the qualifications and successfully passes the examination given by the board.
The Gas Fitters and Appliance Installers Board shall be comprised of the chief building
inspector, gas inspector, two appointees from the local heating trades group and one member
from the gas company, all to be selected by the Chief Building Inspector and approved by the
City Council.

City Council approved Resolution #2004-294 on November 23, 2004 which created the Grand
Island Facilities Corporation. The Grand Island Facilities Corporation is a non-profit corporation
created to assist and promote the development of public facilities to be used by the City of
Grand Island. The corporation is authorized to issue tax exempt bonds and enter into lease
purchase agreements with the City of Grand Island.
The Board consists of five members who are residents of the City of Grand Island, appointed

Council representative serves a 3-year term, for no more than two consecutive terms.

The purpose of the Law Enforcement Block Grant Advisory Board is to write, review, and
submit, to the City Council non-binding recommendations on the use of law enforcement block
grants administered by the Bureau of Justice. Terms of service are until such a time as no

The Board shall have the power to make and adopt bylaws, rules, and regulations for the
guidance and government of the library, subject to the supervision and control of the City
Council.
The Library Board consists of seven members, appointed by the Mayor and confirmed by the
City Council. Members are to be chosen from citizens at large. The Mayor and
Councilmembers cannot serve as members of the Library Board, however, a Council liasion
may be appointed to faciliate communication between the City Council and the Library Board.

The Plumbers Examining Board establishes standards and procedures for the qualification,
examination, and licensing of master plumber and journeyman plumbers and issues appropriate
Plumbers license.
The board consists of seven members as follows: the Chief Building Official shall act as Ex
Officio member of the Board and shall act as secretary; one member shall represent the Board
of Health, one member shall be a contracting master plumber, one member shall represent the

Regional Planning
Planning
The purpose of the Regional Planning Commission is to provide for planning related services
for the City of Grand Island, Hall County, and the villages of Alda, Cairo, Doniphan, and Wood
River, as required by State Statues and the rules and regulations allowed by the City. It is
responsible for the development, maintenance, and implementation of the Comprehensive Plan,
administration of the development review process, and administration of land use regulations
established in the zoning and subdivision ordinances. The Regional Planning Commission
reviews and processes all development proposals and provides direct support to the public, the
City Council, City staff, Hall County Board of Supervisors, and the small village governing
boards.
The joint planning commission shall include four members who reside in the City of Grand
Island and who shall represent different positions or occupations in the City and shall be
appointed by the Mayor with confirmation by the Council. The Council representatives serve
as non-voting liaisons.

software sublicenses through the network system of Spillman Technologies, Inc.

The purpose of the board is to hear and decide appeals where it is alleged there is error in any
order, requirement, decision, or determination made by an administrative official or agency
based on or made in the enforcement of any zoning regulation or any regulation relating to the
location or soundness of structures.
The Mayor with the consent of the City Council shall appoint a board of adjustment which shall
consist of five regular members, plus one additional member designated as an alternate who
shall attend and serve only when one of the regular members is unable to attend for any
reason. One regular member of the Planning Commission shall be a member of the Zoning
