Greer, City Administrator Meeting: December 14th, 2004 Subject: Boards and Committee Discussion Item #’s: 1 Presenters: Gary D. Greer, City Administrator RaNae Edwards, City Clerk Background Each year the City Council reviews the various Boards and Committees for the following year. In reviewing the Boards and Committees it is beneficial to: · Determine if any appointments need to be made · Review the effectiveness of the Boards and Committees · Determine if new boards need to be created · Determine if current boards are no longer needed or beneficial · Review any changes in Boards that may be necessary · Make any suggestions to create stronger and more effective Boards and Committees · Are Council liaisons needed on various Boards and Committees Discussion City Administration has developed a Board and Committee computerized management system to enhance the City’s effectiveness in managing the various groups that help the community. Attached is a report from the new system. RaNae Edwards will perform a live on-line summary demonstration of this new tool for the Council during the study session. Additionally, the Council will be asked to review current Council appointments to the various Boards and Committees and recommend appointments for next year. Attached is a list of the current appointments that need to be considered. The Council appointments will be approved at the December 21st meeting. Additionally, the Council may want to have a philosophical discussion on the directions that the Council wants Boards and Committees to move in the future. Some issues that have been brought forward over the last year on this subject include: · Should Council Members be required to participate in several Boards and Committees? · Should the City require that they have a voting member on Boards when there is a large financial investment in and organization? Ie: Humane Society, Health Department, and Economic Development? · Has moving the CRA from the City to Chamber of Commerce been a beneficial move and in the best interest of the community? · Has moving the Business Improvement Districts from the City to the Chamber of Commerce been beneficial and in the best interest of the community? · Are there any Boards or Committees that need to be formed? · Are there any Boards or Committees that need to be dissolved? · Are there any changes to the Board and Committee structure that need to be made? · Do we have too many or too few Boards and Committees? Any other subjects that the City Council wishes to discuss concerning the Boards and Committees are appropriate to discuss during the study session. Alternatives Being a study session, the Council can not make any decisions on the subject at hand. Therefore, The City Council is asked to engage in discussion concerning the issue at hand in order to facilitate future decision making. The board shall be composed of seven members: four members appointed by the Mayor subject to confirmation by the Council; the Chief of Police, the Health Department Director, and the Humane Society Director. The purpose of the Board is to advise the mayor and City Council on all matters relating to the Animal Code. Ordinance No. 8832 approved by Council on August 12, 2003 sets out the requirements for this program. The purpose of this program is to provide well paying jobs to the citizens of Grand Island, Nebraska, by encouraging and assisting local businesses to expand as regards to job creation and capital investment and to recruit new qualified businesses which results in creation of jobs and expansion of the tax base. This program will be administered by a Citizens' Review Committee appointed by the Mayor and approved by the City Council. The program recommends that professionals in the fields of accounting and banking and finance, small business owners, and business professionals be included on the Citizens' Review Committee. The City Administrator or designee will serve as Liaison to the Economic Development Corporation. The program becomes effective October 1, 2003. It is responsible for the development, maintenance, and implementation of the Comprehensive Plan, administration of the development review process, and administration of land use regulations established in the zoning and subdivision ordinances. The Regional Planning Commission reviews and processes all development proposals and provides direct support to the public, the City Council, City staff, Hall County Board of Supervisors, and the small village governing boards. The joint planning commission shall include four members who reside in the City of Grand Island and who shall represent different positions or occupations in the City and shall be appointed by the Mayor with confirmation by the Council.
