09/11/2012 Resolutions 2012-251 RESOLUTION 2012-251 WHEREAS, in 2005, the Environmental Protection Agency expanded the "pollutant discharge" portion of the Clean Water Act of 1977 to include storm water runoff from Nebraska communities with a population over 10,000; and WHEREAS, the City Of Grand Island was designated as a National Pollutant Discharge Elimination System (NPDES) Phase II Storm Water Community and was issued a storm water permit from the Nebraska Department of Environmental Quality; and WHEREAS, the City Of Grand Island has developed a Storm Water Management Plan(SWMP) in conformance with the storm water permit; and WHEREAS, the City Of Grand Island, Nebraska is an eligible unit of a general local government authorized to file an application through the Nebraska Department of Environmental Quality for a grant to implement the Storm Water Management Plans (SWMPs) and is entitled to a minimum of $73,978.00 and no more than $364,999.00 from the State of Nebraska; and WHERAS, the City is requesting $364,999.00 with the required twenty percent (20%) match for the project provided by the City of Grand Island, Public Works Department; and WHEREAS, the Nebraska Department of Environmental Quality is taking applications until October 5, 2012. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF GRAND ISLAND, NEBRASKA, that the City of Grand Island, Nebraska, is hereby authorized to apply for funding from the Nebraska Department of Environmental Quality, for the Storm Water Management Plan Program Grant. BE IT FURTHER RESOLVED that the Mayor is hereby authorized and directed to execute such grant application and other documentation on behalf of the City Of Grand Island for such grant purposes.
