WHEREAS, on June 27,1994, the City of Grand Island enacted Ordinance No. 8021
creating the Community Redevelopment Authority of the City of Grand Island, Nebraska, to address
the need for economic development opportunities through the vehicles provided in the Nebraska
Community Development law at Neb. Rev. Stat. § 18-2101, et seq., as amended; and
WHEREAS, the Community Redevelopment Authority caused to be prepared a
Blight/Substandard Study for 412 acres located primarily in central and northern Grand Island,
including, Five Points, North Eddy Street, North Broadwell Avenue and the Second Street West
area, referred to as Area No. 6; and
WHEREAS, on July 12, 2007, the Grand Island Community Redevelopment
Authority accepted aBlight/Substandard Study for Redevelopment Area No. 6 as prepared by RDG
Planning and Design; and
WHEREAS, the Community Redevelopment Authority forwarded this study to the
Grand Island City Council for review and consideration; and
WHEREAS, a public hearing was held on August 14, 2007; and
WHEREAS, City Council is required to send areas under consideration as
substandard and blighted to the Regional Planning Commission for their review and
recommendation before an area can be declared blighted and substandard.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF
THE CITY OF GRAND ISLAND, NEBRASKA, that the matter shall be forwarded to the Regional
Planning Commission for their review and recommendation as to whether Area No. 6 should be
declared blighted and substandard.
