05/22/2007 Resolutions 2007-121RESOLUTION 2007-121 WHEREAS, in 2005, the EPA expanded the "pollutant discharge" portion of the Clean Water Act of 1977 to include storm water runoff from all Nebraska communities with a population over 10,000; and WHEREAS, the City of Grand Island has been designated as a National Pollutant Discharge Elimination System (NPDES) Phase II Stormwater community; and WHEREAS, on October 24, 2006, by Resolution No. 2006-316, the City Council approved a grant application to the Nebraska Department of Environmental Quality to carry out the requirements of the city's storm water management plan; and WHEREAS, eighty percent of the total grant is to be used for public education and outreach, and training of city employees as well as public stakeholders; and WHEREAS, on April 24, 2007, the Stormwater Division of the Public Works Department invited proposals to perform media services regarding the Nebraska H2O Stormwater Awareness Media Campaign; and WHEREAS, one proposals was received, reviewed and evaluated in accordance with established criteria; and WHEREAS, Creative Design Video, submitted a proposal in accordance with the terms of the request for proposals and all statutory requirements contained therein and the City Procurement Code, such proposal being for work to be performed at actual cost not to exceed $58,125.00. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF GRAND ISLAND, NEBRASKA, that the proposal of Creative Design Video, for media services regarding the Nebraska H2O Stormwater Awareness Media Campaign in an amount not to exceed $58,125.00 is hereby approved. BE IT FURTHER RESOLVED, that the Mayor is hereby authorized and directed to execute an agreement for such services on behalf of the City of Grand Island.
