RES 0 L UTI 0 N 2006-301 WHEREAS, Federal regulation issued in the Clean Air Mercury Rule (CAMR) will require power plants to reduce mercury emissions by at least 35% in 2010; and WHEREAS, the science to construct mercury emission control equipment capable of meeting the regulatory deadline is still in the developmental stages; and evolves; and WHEREAS, the strategy for compliance will have to be developed as the science WHEREAS, in order to comply with the CAMR, the City of Grand Island invited proposals for air quality control system engineering services in accordance with a Request for Proposals on file with the Utilities Department; and WHEREAS, proposals were received, reviewed and evaluated in accordance with established criteria; and WHEREAS, Black & Veatch of Kansas City, Missouri, submitted a proposal in accordance with the terms of the request for proposals and all statutory requirements contained therein and the City Procurement Code. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF GRAND ISLAND, NEBRASKA, that the proposal of Black & Veatch of Kansas City, Missouri, air quality control system engineering services is hereby approved. BE IT FURTHER RESOLVED, that the Mayor is hereby authorized and directed to execute an agreement for such services on behalf of the City of Grand Island.
